たぶんPC起動して最初にやったpip3 installは必ず上記のエラーになって失敗しているっぽい。
そのとき最後の行にあるエラーがいつも出ているので。

対策？
少し調べてみると、pipを再インストールしてアップデートしろとある。
でもこのPythonやpipはOSに最初からインストールされていたから、下手にいじるとバグるんじゃないかとビビってできない。
忘れはしない。WindowsXPではソリティアやInternetExporlerのような最初からあった不要なアプリ削除したらバグったはず。Linuxはシステムアップデートするだけでクラッシュする。絶対ヤダ。信用できん。アップデートは自爆スイッチ。Pythonは存在が罠。暗黒邪蛇馬丸。
再実行で成功する謎
というか、エラー直後にもう一回やるだけでなぜか成功する。意味不明。もうどうでもいいわ。Pythonはひねくれとぐろをまいた糞。間違いない。Bashよりよいスクリプト言語に乗り換えようとした結果がこれだよ。違う罠に苛まれるだけ。
